<b> Introduction </b><br><br>The Department of Health Services (DHS) , Division of Medicaid Services (DMS) is recruiting for a Wisconsin Funeral and Cemetery Assistance Program (WFCAP) Program & Policy Analyst in the Bureau of Operations Management (BOM).<br><br>This position has the ability to work remotely up to 5 days per week but is required to report in office every 1-2 months to complete certain tasks at the central office at 201 E. Washington Ave. office in downtown Madison. This position will work 7:30 am - 4:00 pm, Monday through Friday. Up to 5% travel may be required. Other responsibilities include:<ul><li> Working with the WFCAP Supervisor and other internal and external partners to ensure WFCAP policies and procedures are written in a clear and concise manner. </li><li> Acting as the subject matter expert on WFCAP and working with internal and external partners to ensure all materials are current and communicated appropriately. </li><li> Acting as the lead in any internal and external WFCAP trainings. </li></ul><br><b> Salary Information </b><br><br>The starting pay is between $37.50 and $42.00 per hour (approximately between $78,000 and $87,300 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.<br><br>Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as a Program & Policy Analyst - Advanced is in pay schedule and range 07/03.<br><br><b> Job Details </b><br><br><ul><li> All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled. </li><li> For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice. </li><li> Employees must have access to secure high-speed internet for remote work option. Mileage reimbursement to the employee's headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process. </li><li> DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire. DHS is not an E-Verify employer nor a STEM-OPT eligible employer. </li></ul><br><b> Qualifications </b><br><br>Minimally qualified applicants will have all of the following:<ul><li> Experience providing training or technical assistance on policies or procedures. </li><li> Experience with policy analysis or implementation. </li><li> Experience leading projects, workgroups, or team assignments. </li><li> Experience using computer programs such as Excel for data analysis and report production. </li></ul> Well-qualified applicants will also have one or more of the following:<ul><li> Experience with federal, state, or local government laws, rules, and regulations related to public assistance programs such as Medicaid, FoodShare, or WFCAP. </li><li> Experience using public assistance systems such as: Client Assistant for Reemployment and Economic Support (CARES), Client Worker Web (CWW), Electronic Case File (ECF), ACCESS, or ForwardHealth. </li><li> Experience developing and writing policy recommendations and presenting to management, organizations, and associations. </li></ul> Your letter of qualifications and resume are each limited to two (2) pages.
